Jewish Representative Criticizes U.S. Policy on Human Rights

A proposal that the United Nations lay down rules withholding UN technical assistance of any kind to any country except on prior condition that the recipient guarantee that the benefits of such aid would accrue to every section of the population regardless of race, sex, religion or language, was made here today before a committee of the UN Economic and Social Council by Dr. Maurice L. Perlzweig, head of the international relations department of the World Jewish Congress. He asserted that such action would be an immediate and effective contribution to the promotion of human rights.

Dr. Perlzweig criticized the United States and other western powers for the policy they are pursuing in the field of human rights. He said that despite the refusal of these states to conclude an enforceable covenant on human rights, the organizations in 60 countries for whom he spoke would continue the struggle for such a covenant.

Nevertheless, the WJC leader promised his organization’s support for the American proposal for annual reports on human rights by all states and for the inauguration of special studies by experts on specific aspects of human rights problems. He urged the Economic and Social Council to call two annual meetings of the Human Rights Commission, one to be devoted specifically to completing the covenant and the other to dealing with practical matters and specific proposals.
