A demand for the immediate and complete amnesty of all war criminals remaining in prison was made today in telegrams dispatched to the three Western High Commissioners by Dr. Friedrich Middlehauve, chairman of the Free Democratic Party in North Rhine Westphalia. Dr. Middlehauve, who won a Bundestag seat in the recent national elections, described as inadequate the “dilatory procedure of clemency boards” to be established by the Western powers.
