Domestic Relations Judge Jacob Panken was honored yesterday at the 24th annual conference of the Council of Organizations of HIAS, Judge Panken was presented with a scroll for “loyalty and fidelty to the cause of the oppressed throughout the world.” Fifteen hundred delegates attended the parley.
