Rep. Emanuel Celler arrived here for a week’s visit during his tour of the Near East to study refugee problems. The Congressman, who is scheduled to confer with Premier David Ben Gurion, Foreign Minister Moshe Sharett and President Ben Zvi in Jerusalem, told newsmen that there has been no change in American toward Israel.
