Shlomo Eisenberg, general secretary of the Jewish Agency in Jerusalem, arrived here by plane. He will participate in the three-day annual conference of the United Jewish Appeal which will open in New York on Dec. 11 to fix the amount of aid American Jews will be called on to give in 1954 for Israel and refugees.
