Col. Alfred G. Katzin of South Africa was named by Secretary General Dag Hammarskjold yesterday to head the United Nations personnel set-up.
A veteran of World War II service in the Middle East, Africa and Europe, Col. Katzin was after the War Deputy Director General of UNRRA. He is 48 years old.
