Israel hopes that the “unfriendly speech” by Assistant Secretary of State Henry A. Byroade in Philadelphia was a “misunderstanding, ” Golda Myerson, Minister of labor, declared yesterday at a groundbreaking ceremony at a new Hadassah-Youth Aliyah rural vocational training center near Kfar Vitkin.

Mrs. Myerson added that Israel was determined not to exchange peace for a bar on immigration. Present at the ceremony besides representatives of Hadassah and Youth Aliyah were a number of American tourists and Mr. and Mrs. Jack Gordon of Boston for whom the dining hall–on which ground was broken–will be named.
