The Israel Government today informed the United Nations that Israel would not participate in a UN fund for a program for the economic and social reconstruction of Libya because the Arab state had participated in the Arab Legion’s hostile campaign against Israel.
In a communication from the Israel Foreign Office to Dag Hammarskjold, UN Secretary General, Israel noted that it had supported in the UN the creation of the kingdom of Libya. However, after Libya received its independence, the communication pointed out, Libya joined the Arab League and subscribed to its hostile policies against Israel.
Libya, the communication added, had severed commercial relations with Israel and had recently informed the International Postal Union that it would refuse to have postal and telegraphic relations with the Jewish State. Under such circumstances, the Foreign Office told Mr. Hammarskjold, it is doubtful whether Israel’s assistance would be welcomed by Libya.
