Mrs. Eleanor Roosevelt proposed a three-fold plan yesterday looking toward a solution of the Palestine problem. Mrs. Roosevelt, who just returned from her second trip to Israel in three years, made her suggestions at a press conference of members of the High School Council of the United Nations Educational, Scientific and Cultural Organization.
She suggested first the formation of a volunteer border patrol consisting of members of nations not directly involved in Palestine. This proposal was first made by former UN Secretary General Trygve Lie some years ago. She also suggested reconsideration of the Johnston plan for regional development of the Jordan River Valley, which she was assured during her visit to Israel might prove acceptable. Finally, she proposed acceptance of a plan under which Israel would accept 100,000 Arab refugees it the Arab states would absorb the remainder.
