President Eisenhower will send a special message to Congress tomorrow urging liberalization of the Refugee Relief Act of 1953.
Presidential Press Secretary James Haggerty made known late today that the President’s long-awaited message will propose ten specific amendments to the controversial act. Mr. Haggerty declined to provide any detail in advance of the delivery of the message. He said the President and other Administration officials had been working for some time on the proposed amendments.
As of last month only about 1,000 persons were actually admitted under the Act, which called for admission of 214,000 by December 31, 1956.
