Problems concerning Jewish religious life in this country will be examined at the four-day annual convention of the Rabbinical Council of America, an Orthodox group, which opens here tomorrow. The gathering, which is expected to be attended by 600 rabbis, will be addressed by Israel Ambassador Abba Eban, Major General Patrick J. Ryan, chief chaplain of the U.S. Army, and other leading personalities.

A highlight of the convention will be the inauguration of a system of regular awards to laymen by the Orthodox rabbinic body in recognition of their contributions to the advancement of Jewish religion and culture. Among those to be honored at the four-day meeting will be Max J. Etra of New York, Adolph Schonbrun of Pittsburgh and William Gasner of Toronto.
