New York State Commission Against Bias Urged to Start Own Probes

A proposal that the State Commission Against Discrimination should initiate its own investigations of bias in employment, possibly on an industry-wide basis where conditions indicate discrimination, was made here last night by Charles Abrams, chairman of the commission. Mr. Abrams, who has held his post for only three weeks, spoke at the Workmen’s Circle Division of the Jewish Labor Committee.

He also suggested that complaints where violations occur should be encouraged. The Commission receives only 350 complaints a year. Mr. Abrams proposed further that the commission should cooperate with city agencies and city-sponsored programs aimed at improving human relations, and that it should assume responsibility for all facets of minority problems, even where it has no power to act, to publicize violations so they can be corrected.
