Arkady Sobolev, head of the Soviet delegation at the United Nations, declared last night that the Soviet Government will follow up its statement on the Arab-Israel conflict with other actions. He made this statement at an Israel Independence Day reception tendered by Ambassador Abba Eban at United Nations headquarters. The affair was attended by many foreign diplomats, including the heads of the United States, British and French delegations to the UN, and leaders of Jewish organizations.

Mr. Sobolev told newsmen at the reception that the Soviet Government has never taken an anti-Israel attitude. Various “constructive” ideas regarding Arab-Israel relations have been expressed by Soviet representatives on a number of occasions, he said. The statement issued in Moscow on Tuesday is in line with the Soviet desire for peace, he declared. He indicated that he intends to make a number of proposals at the Security Council when Secretary General Dag Hammarskjold presents his report on his current “peace mission” to the Middle East.

(In Budapest, the President of Hungary and the Foreign Minister cabled congratulations to Israel on the occasion of Israel’s Independence Day. In Canada, members of the Cabinet including Lester Pearson, Minister for External Affairs, attended an Independence Day reception given last night by Israel Ambassador Micahel Comay.)
