The problem of the Middle East must be settled within the framework of the United Nations Security Council, it was decided this morning at a joint meeting here of Secretary of State John Foster Dulles, British Foreign Minister Selwyn Lloyd and French Foreign Minister Christian Pineau.

During the meeting, which took place in the French Foreign Office, M. Pineau indicated that the Tripartite Declaration guaranteeing the existing Arab-Israel borders is out of date. He expressed agreement with the Soviet proposal that no arms be sent to any country in the Middle East. However, it was decided to reactivate the tri-power Near Eastern arms committee which, sitting in Washington, acts as a clearing house on all requests for arms made by Israel and the Arab countries.
