The tenth assembly of the International Civil Aviation Organization concluded its meeting here yesterday without taking any action on an Israeli complaint of Arab violations of civil aviation procedures. Israel had pressed its complaint on the grounds that the Arabs had withheld flight information from planes entering or leaving Israel, their refusal to permit such aircraft to fly over their territory, and their jamming of radio messages.
Moshe Bartur, the Israeli delegate, asserted that he found it strange that the international group should abandon a question involving flight safety. He said no rational regional plan could be worked out without the cooperation of all states.
