The Israeli Consulate here cancelled today the scheduled appearance on Arthur Liveran, a member of the Israeli delegation to the United Nations, at a forum in New Hampshire because it had learned that the hotel in which the affair was to be held discriminated against American Jewish guests.

The forum was scheduled to be held tonight at Wentworth Hall, Wentworth, N.H., the Consulate said. Mr. Liveran and an Arab spokesman, a Mr. Sayegh, were to have discussed the Arab-Israel situation in the Middle East.
