A proposal for the establishment of “permanent machinery” within the United Nations as well as outside it for dealing with the question of refugees at the moment such problems arise rather than later, was proposed here today by Dr. Gerhard Riegner, representative of the World Jewish Congress.

The WJC representative told the UN Human Rights Commission that if an international document on refugees is adopted to establish the right of asylum of anyone fleeing persecution or threat of persecution, “it must be based on community action comprising the United Nations as well as those still outside the organization.” He called for “positive and effective guarantees in favor of persons forced to flee their homes.”
