The legislatures of 14 states this year enacted civil rights legislation as did the municipal governments of San Francisco and Los Angeles, the American Jewish Congress reported today.

Four of the states enacted laws forbidding discrimination in education, five forbade it in housing, five banned bias in public accommodations and two amended existing anti discriminatory legislation to add enforcement provisions. “Perhaps the most significant aspect of the new statutes is the continuing trend toward reliance on administrative rather than criminal penalties, ” the AJC report stated.
