The United States was criticized here from the floor of the Senate for arming Arab totalitarian states. The criticism was voiced by Senator Wayne Morse, Oregon Democrat, who told the Senate: “All the talk to the effect that if we do not arm Arab dictator states they will make some deal with Russia is but another form of international blackmail.”

Sen. Morse, a member of the Foreign Relations Committee, charged that Arab regimes were blackmailing the United States into giving military support “handouts” when the Arab rulers know “that if the Russians move in, they move out.”
