Maj. Gen. Carl C. Von Horn, chief of the United Nations Truce Supervisory Organization, today informed Joseph Tekoah, head of the Israel Foreign Ministry’s Armistice Division, that the UN report on the May 26 Mount Scopus Israel-Jordan clash was sent yesterday to UN Secretary-General Dag Hammarskjold.
Israel sources said there was no discussion on the report itself, giving the UN evaluation of the clash in which Col. George A. Flint, chairman of the Israel-Jordan Mixed Armistice Commission, and four Israel policemen were killed. They said that the two officials discussed the general Mt. Scopus situation, a discussion which was believed to have included the problem of movements of Arab residents of Issawia village along the road crossing Israel’s Scopus sector.
The sources said that the major subject of the Horn-Tekoah meeting probably was arrangements for the visit of Andrew W. Cordier, executive assistant to Mr. Hammarskjold, who is due here Friday, on instructions from the UN Secretary-General to seek an easing of Mt. Scopus tensions.
It was reported that Israel would, in talks with Mr. Cordier, again raise the issue of implementation of Article Eight of the Armistice Agreement, which provides for the resumption of normal humanitarian and cultural activities by Israel on Mt. Scopus. It also was reported that Israel would decline discussion with Mr. Cordier on the recent Scopus violence on grounds that these were symptoms and that the solution required tackling basic issues, including Jordan’s refusal to implement Article Eight.
Mr. Cordier was expected to meet with Prime Minister David Ben Gurion during his visit.
