The Israel Cabinet yesterday appointed Peretz Naphtali, Mapai minister without portfolio, Minister of Social Welfare, a portfolio held temporarily by Premier David Ben Gurion since last June when the National Religious Party walked out of the coalition government. Moshe Shapira was the last Religious Block representative to hold the portfolio.
