Mordecai Ish-Shalom, Jerusalem’s new Mayor, announced a plan today for a 100,000,000 pound five-year development program for Israel’s capital.

He said the plan was based on an anticipated increase in population from Jerusalem’s present 160,000 to 200,000 by 1965. Several quarters which have become slums will be razed and replaced by modern buildings, centers for small industry and new arterial roads to speed up city traffic, he said.
