Hammarskjold Convinced Now Nasser Tricked Him on Suez Canal Issue

United Nations Secretary General Dag Hammarskjold was described here today as convinced now that President Nasser of the United Arab Republic had tricked him when he promised to permit passage through the Suez Canal of cargo to and from Israel under certain rigidly-defined conditions.

The first cargo shipped from Israel under these conditions was halted at the Suez Canal last December when the UAR authorities refused to give clearance to the Greek freighter. Astypalea. The freighter is still being detained at Port Said and will not be permitted to leave until it unloads its 400-ton cargo of cement from Israel.

The charter under which the Astypalea sailed is expiring and its owners want the ship to return to Greece, Israel has notified the owners that it will not repay them the charges the Egyptians demand for the unloading of the vessel. Israel similarly refused to pay the unloading charges when the Egyptians confiscated the Israel cargo of the Danish freighter Inge Toft.

Mr. Hammarskjold has indicated to circles here that he still does not have a solution to the impasse caused by the UAR blockade of Israel at the Suez Canal.
