A report on juvenile delinquency in Israel was given here today by Yehuda Prag, chief of the criminality investigation branch of the Israel police. He said that a new form of criminality is now noticed. It consists of “gang behavior” through which crimes are committed “for the fun of it” and not for material gain.
Mr. Prag spoke at the second United Nations Congress on the Prevention of Crime and the Treatment of Offenders, which opened here for three weeks of reports and discussions. The first of these five-year conferences was held under the aegis of the United Nations, at Geneva, in 1955. Israel is among 84 nations officially represented at the Congress.
Another speaker today was Dr. Maurice Perlzweig, representing the World Jewish Congress. Dr. Perlzweig declared that last winter’s spate of swastika smearings represented in most cases “a new form of juvenile delinquency.” Saying “there is great reluctance” to speak of these incidents, he stated “there are great dangers implicit” in such outbreaks.
