Graduates from 18 countries were addressed by Israel’s Education Minister Abba Eban yesterday on receiving their diplomas at the International Institute of Nuclear Science and Engineering at Argonne, Ill. Mr. Eban, who appeared in his capacity as president of the Weizmann Institute of Science, was accorded a prolonged ovation on concluding his address; Four Israelis were among the graduates.
