Queen Elizabeth II today sent a framed portrait of herself, with warm congratulations, to Viscount Herbert L. Samuel, Britain’s High Commissioner in Palestine from 1920 to 1925, who celebrated his 92nd birthday. Professor Edwin Samuel, of the Hebrew University in Jerusalem, son of Viscount Samuel, attended a gathering of friends and relatives honoring his father’s birthday.
