Nathan Phillips, the only Jew ever to serve as Mayor of this city, was defeated in his bid for re-election in yesterday’s balloting, tabulations completed today showed. He was beaten, two-to-one, by Donald Summerville, a candidate who accused the Mayor of having conducted his administration in “unbusinesslike” fashion.

Mayor Phillips has served two terms. The defeat at the polls was the first he had suffered in 35 years of political activity here.
