Bonn Sees Delay in Presenting Compensation Bills to German Parliament

The Information Office of the West German Finance Ministry said today that it was unlikely that bills to complete both the restitution and compensation laws of West Germany would be submitted to Parliament before the summer recess.

The expected legislation, which has long been pressed for by Jewish claims organizations, would eliminate some barriers preventing payments to victims of Nazism, particularly the 1953 cutoff date. This element of the laws barred payments to claimants who were in Iron Curtain countries at that time.

The Information Office statement, as published in Die Welt, a daily newspaper, said that the Finance Ministry hoped that the proposed revision of the restitution laws would be given to the Parliament before the summer recess but that it was doubtful that the revision legislation on compensation would be ready at the same time. The statement also added that the Federal Government did not as yet know the additional costs which the revisions will require.
