Mrs. Golda Meir, Israel’s Foreign Minister, today described Syrian charges of massing of Israeli troops on the northern border as “a well-known maneuver designed to divert attention from Syria’s own violations of the armistice agreement.” She also reported to the Cabinet yesterday on negotiation for the return of three Israelis who were abducted recently on Lake Tiberias and are now held in Damascus. She called the Syrian charges “propaganda.”
