The International Commission of Jurists, which has its world headquarters here and which, for many months, has been compiling and analyzing reports about the situation of Soviet Jewry, issued a report today, declaring it has proof to show that the Soviet Government itself is responsible for anti-Jewish persecutions.

The report stated that the anti-Jewish actions in the Soviet Union have been particularly intense in the economic field, the USSR officials using the Jews as “a scapegoat” by putting many on trial for alleged “economic crimes,” the intent being to shield “important people.”

The report blamed “Russian leaders” for the anti-Jewish persecutions, and roundly condemned the persecutions directed against Russian Jewry. The Commission is an independent body composed of many leading jurists and attorneys in all of the free countries in the world, including the United States.
