Harry J. Sapper, executive director emeritus of the Alameda and Contra Costa Counties Jewish Welfare Federation, and President of the Jewish Welfare Endowment Foundation, died here Thursday at the age of 67. Mr. Sapper headed the JWF for 34 years, 1915 to 1959, and headed its development during a period of dynamic communal growth.
