Israel Finance Minister Orders Immediate Curtailment of Staffs

Finance Minister Pinhas Sapir instructed all government departments today to start immediately to put into effect his personnel-curtailment program. Under that program, unnecessary posts will be eliminated, temporary workers are to be dismissed, and all operations in government departments are to be streamlined.

Mr. Sapir made it clear in his instructions that he expects the various departments to start putting the program into effect at once and that he wants each department to file a detailed report monthly, showing how the new personnel and operational plans are being implemented.

Mr. Sapir’s decision to implement his program has elicited protests among civil servants and even among trade union officials controlled by the dominant Mapai Party. A number of unions are expected to request Histadrut, the Israel federation of labor, to examine the situation created by the Sapir orders and to take steps to guard the rights of workers in government departments.
