U.S. Considers Syrian Acts Provocative; Urges Restraint on Israel

State Department officials today said the United States has urged restraint on both Israel and Syria out of concern lest the current border friction escalate into a major conflagration.

U.S. authorities formed the Syrians irresponsible but indicated that Israel should not yield to provocation and must restrain herself from taking reprisal action. The proper avenue for Israel, said the authorities, is appeal to the United Nations. The United States is observing the situation, they stressed.
