An official campaign appears to be underway in the Moldavian Republic of the Soviet Union, cautioning Soviet Jews to think twice before seeking to leave Russia for settlement in Israel, it was reported here from Moscow.

The warning was contained in an article in Sovetskaya Moldavia, the official newspaper of the republic. The tone of the article is one of a friendly kind of warning, rather than a threat in any way. It was presumed here that it was inspired in part by growing efforts by Soviet Jews to obtain exit visas following a statement in Paris on December 3 by Premier Alexei Kosygin that Soviet authorities would not hamper such efforts.
