Israel Ambassador Gideon Rafael protested to the Security Council today against the “new wave of incidents and continued propaganda and incitement against Israel by Jordanian authorities.” He also advised Secretary-General Thant that his government had “incontrovertible proof” of Syrian involvement in subversive activities against Israel.
The complaint against Jordan, contained in a letter from Mr. Rafael to Security Council President Senjin Tsuruoka, of Japan, cited acts of sabotage perpetrated between October 1 and October 15.”In conducting activities of this kind,” the Ambassador said, “the Hashemite Kingdom of Jordan is acting contrary to its obligations undertaken in accepting the cease fire which prohibits military activities of any kind whatsoever whether conducted by regular or irregular forces. The Israel Government reiterates that it will observe the cease fire resolution on the understanding that all governments concerned will act in complete reciprocity.”
In his letter to the Secretary-General, Ambassador Rafael referred to the “grave matter” of Syrian incitement and involvement in subversive activities against Israel. What is more ominous, he said, is the fact that Syria makes no reference to her willingness to observe the obligations undertaken by her under the cease fire.
