The Communist Parties of the United States, Canada and Israel have issued a declaration in Moscow, calling for a solution of the Middle East crisis on the basis of Arab recognition of the State of Israel and guarantees of freedom of Israeli shipping through international waterways. Dispatches received here today from the Soviet capital reported the issuance of the declaration.
