A group of 24 Democratic and Republican Representatives Joined today with Rep. Seymour Halpern, New York Republican, in co-sponsoring a Halpern resolution to withhold resumption of diplomatic relations and economic aid from Egypt until President Nasser entered into peace talks with Israel and also met other conditions.
Introducing the resolution on the House floor, Rep. Halpern said the United States was entitled to “fundamental concessions” so that renewal of relations with Egypt would not be “a one-way street.” He reminded his colleagues that Nasser severed relations “in a fit of vituperation” and made false charges that United States planes took part in the June war against Egypt and that Nasser continued to preach “the annihilation of Israel.” He voiced hope that the resolution would deter President Johnson from permitting the State Department to give “tacit approval to Nasser’s aggressive policies” by unconditionally restoring relations and aid.
The resolution would bar renewal of diplomatic ties until Egypt publicly admitted within that country that the United States planes made no attack, that Egypt compensate the United States for damages inflicted on United States consulates and that Egypt begin peace talks with Israel. The resolution also asks that the President not resume aid to Egypt until Nasser recognized Israel’s right to exist, opened the Suez Canal to peaceful shipping of all nations, curtailed the Egyptian arms buildup and terminated the boycott of American firms for reasons of religious affiliation and trade with Israel.
