United Nations Secretary General U Thant has formally proposed to Israel and Jordan the placing of UN observers in the Jordan-Israel cease-fire sector. It was disclosed today. Mr. Thant sent written proposals to the two governments on Feb. 17. a UN spokesman said, but neither has yet responded “substantively.” Mr. Thant originally made a public proposal for the placing of cease-fire observers in the area last October. He has raised the issue in a number of conversations with the Israeli and Jordanian representatives here since that time. The United States made a strong plea for the stationing of UN observers on the cease-fire line when the Security Council began consideration of the Jordan-Israel cross-complaints on the most recent clash on the cease-fire line. The Security Council is resuming consideration of the complaints tomorrow afternoon and a resolution may then be submitted calling for the deployment of observers. The observers. however, cannot take their positions unless both countries agree to the measure.
