Foreign Minister Denies Raising Territory Questions with Jarring

Foreign Minister Abba Eban told the Knesset (Parliament) yesterday that Israel has never raised any territorial questions with Ambassador Gunnar V. Jarring, the United Nations special peace envoy to the Middle East, but asked only that he arrange meetings between Israel and the Arabs in which all pertinent isssues would be discussed. In reply to questions, Mr. Eban denied specifically that the so-called Allon plan for the West Bank had been submitted to Dr. Jarring. The Allon plan would divide the West Bank into an Israeli security zone facing Jordan and an Arab enclave in the mountainous hinterland.

On another matter, Mr. Eban reported that the Deputy Foreign Minister of Japan had expressed dissatisfaction with Japanese firms that have yielded to the Arab boycott of Israel. Mr. Eban did not say whether the Japanese Government intends to take any steps against those firms. Involved are several Japanese industries, mainly in the electronics field, which have refused to do business with Israel at the request of the Arab boycott office in Beirut.
