Final action on a 1969 foreign aid bill that would request the President to sell supersonic F-4 Phantom jets to Israel has been postponed until after the two national political conventions. But a joint Senate-House committee decided Friday to accept the language of the Senate’s version of the legislation which said that the President “should” sell the sophisticated warplanes to Israel to offset the growing strength of the Arab airforces. The original House draft bill contained the wording that the President “shall sell” the Phantoms to Israel which would have made their sale mandatory if the bill were enacted.
