A Foreign Ministry spokesman said today that Foreign Minister Abba Eban was invited to visit West Germany next month at the initiative of the West German Federal Government and he accepted the invitation with Cabinet approval. The spokesman said a report in the West German news magazine Der Spiegel alleging that Mr. Eban had “invited himself” and caused the Bonn Government great embarrassment was “pure fabrication.”
