Foreign Minister Poul Hartling, of Denmark, said here yesterday that the Middle East deadlock might be broken if the Four Powers meeting in New York prepared guidelines for the United Nations special emissary, Ambassador Gunnar V. Jarring. Mr. Hartling spoke to newsmen at the conclusion of a visit to Israel. He is scheduled to visit Egypt next month. He said in reply to questions that he carried no message from Israel to President Gamal Abdel Nasser.
