The Palestinian National Council met in Amman today to consider strategy in light of the initiation of the peace talks at the United Nations in New York. El Fatah said delegates from Communist China, North Vietnam, North Korea, the American New Left and the Black Panther Party would participate in the Council sessions and help find ways to “foil” the “conspiracy” of the peace negotiations.
