The Assembly of Western European Unions has recommended unanimously that the Council of Ministers propose a draft agreement on the cessation of military aid to the Middle East parties. The Assembly, at its meeting Friday, also called on the Council to encourage the prompt initiation of partial negotiations between the parties to help insure the success of the Jarring mission and a peaceful settlement with secure boundaries for all. The Assembly asked the ministers to pursue Mideast discussions from a European point of view. Former Conservative Prime Minister Duncan Sandys, seeking to overcome the drawbacks implicit in a joint Soviet-American guarantee of any Mideast settlement, proposed that in addition to a United Nations force, an impartial observer corps chosen by the UN be stationed in the area. It would look for military movements across borders or air attacks, and would instantly name the aggressor.
