Although Donald C. Bergus, the chief United States representative in Cairo the past four years, left the Egyptian capital yesterday to return to Washington, it will be a few weeks before his successor, Joseph N. Greene Jr., arrives there to replace him. A State Department official explained here today that Greene must first study “voluminous material” on the Middle East and consult with Washington officials, and this will take “at least two weeks.” The sources said Greene, 51, was involved peripherally in Mideast matters in previous posts, especially in London in the late 1960s. He has left the campus of Brandeis University, where he was diplomat-in-residence, and is based in Washington for his Mideast crash course. Greene has adhered to administration policy and is not connected with State Department “Arabists.”
