A bipartisan group of more than 30 Representatives introduced legislation in the House today which calls for severe measures against terrorist groups whose targets are airline passengers and against countries which harbor such groups. The measures were prepared by Rep. Herman Badillo, New York Democrat. He said the legislation was prompted by the massacre in Lydda Airport May 30. The proposed legislation would call for an immediate cut-off in US foreign aid to any nation giving sanctuary to such terrorist groups and would direct the President to seek agreements on uniform, international standards for aircraft and airport protection. Rep. Badillo asserted that “incredible laxity, bordering on criminal negligence by Air France and Rome airport authorities,” made the attack at Lydda possible. He said the US could not justify continued foreign aid to any government “which permits terrorist groups to finance, plan and carry out their attacks on innocent civilians, or, in some cases, openly encourage these barbarians.”
