President Nixon has declined to participate in ceremonies next Wednesday marking Israel’s hook-up with the international satellite communications system. The White House rejected a request by the Israeli Communications Ministry that the President hold a ceremonial telephone conversation with Mrs. Meir via satellite, it was reported today.
Israeli authorities accepted the White House’s explanation that the President cannot establish a precedent inasmuch as several new countries are slated to join the satellite communications system.
