The Senate has again postponed indefinitely a vote on ratification of the genocide convention which has been pending ever since the United Nations adopted it In the aftermath of the Nazi holocaust 25 years ago. The convention was approved by the Foreign Relations Committee a year ago. With the Senate scheduled to adjourn at the end of this week, the prospects for a vote were killed Thursday when Majority Leader Mike Mansfield (D. Mont.) proposed a four-hour limit to debate on the measure. Sen. Sam J, Irvin (D. N.C.) objected to the limitation and the vote was postponed.
Two leading proponents of ratification, Sens. Jacob K. Javits (R. NY), and William Proxmire (D. Wise.) expressed disappointment. Mansfield promised to try to get the item on the calendar early in the new Congress which meets next Jan. Proxmire, who has been campaigning for ratification for the past six years, said that he would continue his fight for the genocide convention.
