Governors and large–city mayors are being encouraged by B’nai B’rith to appeal to Soviet Communist Party Secretary Leonid I. Brezhnev to end the harassment of Soviet Jews and restrictions on their emigration. David M. Blumberg, B’nai B’rith president, said here this weekend that the officials are being asked to write to Brezhnev during his visit to the U.S. this month. “A hundred or more official letters sent to Mr. Brezhnev through the Soviet Embassy in Washington can be a persuasive indication that the fight for Jews is not just centered where American Jews live but is a matter of concern among all Americans,” Blumberg said.
