Chancellor Willy Brandt warned West Germans that the oil crisis would increase inflation, now about 6.6 percent, create unemployment, and cause the government to make changes in its economic planning He said West Germany would not take retaliatory measures against the Arab states because of the oil embargo. West Germany was dependent on a free flow of exports and imports. The energy crisis was not identical with the Middle East crisis, he observed. The former would last long after the latter had been resolved.
